it's friday! it's 6:00 and it's foggy. the fog is thick on the eastern shore where the school systems are delaying opening their doors because of it. bernadette woods has more. >> yes, the fog settled in and into the afternoon, the sunshine will take over again. however, it's going to be hot. we'll be in the upper 60s and low 70s around the region.

70-degrees in baltimore and 72 in annapolis this morning. we're going up to 93 degrees and the hazy sunshine taking over. however, this is the end of this hot streak. we'll have the forecast in a few minutes the school systems will be crawling across the bottom of the screen, will you be crawling through the commute? >> no delays, but we have fog warnings. 95 at the memorial bridge and a warning at route 97 and at nickadimis road, there's a cow in the road and there's fog at old fort and key bridge, that's looking better and a look at 95, south of the beltway. and remember, wjz-13 is always on, go to wjz.com for more. don, back to you. this is a scene that many

of us will remember, a tractor trailer in the water of the bay after plunging off of the bay bridge. now, two years later, the family of the driver who drowned settled a lawsuit. good morning, once again. good morning, once again don and everyone. the final settlement isn't exactly what the family had originally hoped for, it brings closier to the tragedy. >> reporter: it was more than two years ago that the 57-year- old truck driver was killed in this terrifying crash. his tractor trailer plunged off of the bay bridge when he swerved to avoid an on coming camaro driven by a 19-year-old. the two families settled on a civil suit. baldwin will pay $100,000, that's the maximum amount under

her insurance. >> she's remorseful and she didn't set it to have an accident. >> reporter: initially, the shorts wanted $7 million listed the state as available. they argued that twoway traffic is dangerous on the span and that the corrosion should have been repaired. surely, for the safety of the city decisions -- citizens, more should have been done. >> reporter: the shores dropped the claims as long as the state made the bridge safer. >> baldwin moved to alaska to seek solace. she had alcohol in her system, but the level was too low to press charges. she paid traffic tickets instead. >> i'm not going to say they're happy it's resolved, but relieved it's over. for >> reporter: she's also pregnant, married, and earning

a college degree in alaska. thank you, and they'll receive a check later this month. dna evidence helps put a man behind bars. back in june, a woman was assaulted. and the police arrested the 24- year-old saying he matched the descriptions. and johns hopkins is asked to review security procedures after a man opened fire inside the hospital. the panel that accredited hospitals asked hopkins to put together a report on the current security measures and improvementings. hopkins has 45 days to submit the report. >> the metro rail system is safer now than it was last year.

in sworn testimony, the metro said they made clear, safety progress and the system is implementing 2 dozen recommendations and replacing aging rail cards. >> >> the baltimore city school buildings are causing some students to lag behind. gigi barnett has more on a new call for improvement. >> reporter: baltimore city schools are old. the classrooms that feel like the refrigerators turn into boiler rooms in the spring. there was no air-conditioning and i have to tell you, the kids were melting in the chairs, sitting in puddles of their own sweat. >> some students walked to class nearly in the dark. we had problems with the lights. they would go out and they've gotten in the way of our, well, our work. >> reporter: it's a tale that the city council members have heard before. they heard it again tonight at

city hall and this time,the aclu joined in. theup urged the leaders to spend $3 billion rebuilding, repairing and renovating the schools. >> we've looked at over states and cities that renovated the building stock. we want the leaders and community involved. >> reporter: the ceo agrees and finding the public and private dollars to help is the hurdle they now face. >> it's about money and also about will. >> i said that the reason is why is because we accept it. the reason why the school is in the condition, for too long, it was accepted. >> reporter: baltimore city has 200 building in the district and many haven't had major renovations in ten to 20 years.

and there are five other marylanders who also made the list of the current richest americans. his ravens are getting ready for the browns who will count on the backup quarterback. the starter has an injury. and kindle signed the contract. he was the second round draft pick and he suffered an injury that will keep him off of the field for the season. kindle can watch and cheer or like you, he can watch on tv, seeing the ravens taking on the browns this sunday afternoon at 1:00 on wjz-13. >> and again, everyone's anticipating great things. well, there's definitely that energy. >> i know ron's feeling it, too. >> we're feeling it big time. we're 11 point favorites. >> yeah, that's big. gosh.

the mid-atlantic, record breaking heat, we're looking at a high in the low 90s. and here's the storm pumping up the heat ahead of it. yesterday, we had more rain and look at the moves to the east. this is getting strung out, it will continue to lose strength as it moves our way. we'll see clouds with it and a chance for a shower tomorrow. it's a small chance and we'll have more chances sunday. and sunday, it's a different story. there's a new low pressure system from the south. the first half of sun at this point is looking okay. the more solid rain will hold off into sunday night and monday. the only other thing going on, we have matthew and winds 52 miles per hour. take a look at how this opens up towards the gulf. all eyes are concerned on the south eastern part of the united states down the line for the storms.

receive their check this months mr.. the police arrested the preppy burglar. wjz aired this video of a man in a tie and shirt breaking into a home in howard county and walking away with several electronics. he's charged with burglary, theft and destruction of property. the fbi is searching for an armed robber and here's weijia jiang with more. >> reporter: the fbi is looking for this man he's been on a major crime spree. agents believe he's responsible for 38 armed robberies. >> he's covered up facially for most of the robberies, it's difficult to identify the individuals when we don't know who they are.

there >> reporter: the investigator says he's targeting large chain restaurants and demanding money from employees. among them is this area bob evan and friendlies. there the suspect whipped out a handgun and most recently here at september 14th. >> you don't expect this to happen. >> reporter: she's worked at the bob evans for 13 years. i'm frightened to come to work in the morning now. you don't know where he's at. >> reporter: each case, they say he's 6 feet tall and 250 pounds and distinct blue of green ice and he's light skinned. >> if anyone's seen anyone who

talked about the crimes or has the features we went over, that would be extremely helpful and the fbi is asking anyone with information to call it. all calls will be kept confidential. a woman learns her punishment after her dog died in a hot car. the 67-year-old left her yellow lab in the car while she shopped in frederick. after she found the pet dead, instead of calling anyone, she went back to the store and returned the dog food and the two dog beds she purchased. she's received 18 months probation. >> information about a popular drug this morning. the fda is placing restrictions on avandia. it will be available to those

welcome back everyone on this warm start to friday. we don't have much wind and this afternoon,the wind will pick up and that's going to bring back the heat. it's all ahead of this front and it's getting really strung out. it's moving our way and tomorrow, the slightest chance for shower and that's it. what it will do is knock the heat down to the south there. , sunday, this is the different story. it's the tale end of the the front. and we'll have a better chance of rain sunday night and monday. we'll have the tropical storm matthew down here. it's moving to the west and it's going to head towards the yucatan peninsula. after that, it will move towards the gulf.

settlement is reached in a lawsuit over the bay bridge. the truck driver's family settled for $100,000. and john short's tractor trailer plunged off of the bridge after he swerved hitting a camaro. and the driver of that car was only sited far traffic violation the police arrested the preppy burglar. the detectives received a tip after wjz aired this surveillance video of a man walking away with electronic items. the 30-year-old from silver bring is charged with burglary, theft and destruction of property. >> $5 million in federal money is mading -- heading to baltimore county to help cleanup from the snowstorms. the record snowfall was brought in december and twice in february. >> stay with wjz-13, maryland's news station.
